Who is responsible for hiring and firing in a Scrum Team? While the Development Team is self-organizing, they might not have sufficient authority to recruit a new member or fire someone, if need be. So in my opinion, it should be the Product Owner who is not only in a position of authority, but is also responsible for optimising the value of work done by the Development team, that can include assisting them with additional resources, if required.
