Developers in my Scrum team have an Engineering manager. His main duty is people/resource management and overseeing the technical health of the project (i.e., acting as an architect). Additionally, he is responsible for teaching the team sound engineering practices. Although there is no formal role for such a position in Scrum, all the companies I've been to have had someone in a similar role.
