I've been witnessing many teams creating this stage gate kind of approach where Development Team members won't move a Product Backlog Item (user stories) to the Done column on the team board. The rationale is that only the PO can accept a story and move it to that column. In fact this practice has gone even further where the organization has a governance team that audits these actions and advises what % compliant the teams are.
