The Scrum guide says "No one (not even the Scrum Master) tells the Development Team how to turn Product Backlog into Increments of potentially releasable functionality"
Similarly, "The Development Team works to forecast the functionality that will be developed during the Sprint." and "enough work is planned during Sprint Planning for the Development Team to forecast what it believes it can do in the upcoming Sprint."
