Is it possible to do anything between two sprints, as there is no time gap ?

Since we start the next sprint immediately after the previous sprint (Retrospective followed by sprint planning), there should not be any time gap between two consecutive sprints and hence 'between two consecutive sprints' concept shouldn't exist, isn't it ? 

That means everything we do in scrum is always within some sprint and actions like 'changing development team composition' etc. cannot be achieved between two sprints (but have to be done within sprint), at least in ideal scenario. Can someone point out what's wrong with this inference.
